On September 29, 2025, the National Credit Information Center of Vietnam (CIC) and Welcome Debt Trading Co.,ltd (Welcome DTC, a member of Welcome Financial Group (WFG) – Korea) officially signed the Agreement on the Provision and Utilization of Credit Information Products and Services.Accordingly, Welcome DTC has become the first private debt trading company to officially participate as a voluntary member of the credit information system of the State Bank of Vietnam (SBV), effective from October 1, 2025.
Founded in 2002, Welcome Financial Group (WFG) is a comprehensive digital financial group offering a wide range of financial services, including savings banking, capital management, asset management, venture investment, and leasing services. The Group operates in several markets such as Laos, the Philippines, Cambodia, Myanmar, and Vietnam. As the first Korean partner to enter Vietnam’s non-performing loan (NPL) market in December 2021 through its subsidiary Welcome DTC, WFG has acquired nearly 4 trillion VND (equivalent to more than 150 million USD) in NPLs from five banks and finance companies in Vietnam.
With the desire to participate in the credit information system managed by the State Bank of Vietnam (SBV), Welcome DTC has completed all necessary legal procedures and met the requirements to become a voluntary member as stipulated by CIC. These include: maintaining full legal documentation, complying with data reporting regulations, ensuring information security and confidentiality, meeting technical infrastructure standards, and adhering to general personal data protection regulations.
Under the signed agreement, CIC will provide Welcome DTC with access to credit information products and services to support its debt trading and recovery operations. Meanwhile, Welcome DTC is obligated to periodically provide CIC with information regarding the debts it has acquired.

Mr. Moon Youngso, CEO of Welcome DTC, shared:
“With the comprehensive and timely credit information data provided by CIC, Welcome DTC will be able to enhance the efficiency of NPL management and recovery, while ensuring that purchased debts are accurately updated into the National Credit Information Database.”
He further emphasized that information collected from debt trading companies would ensure the continuity of credit data for sold debts, thereby protecting customers’ rights and facilitating their access to new loans. In addition, for credit institutions, accurate repayment data will help reduce social costs associated with lending activities and provide a basis for offering preferential interest rates to reliable customers.
This event marks a significant milestone in the company’s ongoing efforts to promote and develop the debt trading market in Vietnam.
